The only LED that the manual has any meaning for is the Ethernet light. Solid Amber means a powered device is connected to the LAN port and I have disconnected the router from it and it still lights up.
I cannot connect to my modems web page. I reconnected the router when I tried this and got nothing. My cable is rated for CAT6.

Try disconnecting the coax from the modem. Then factory reset it and let it reboot with the coax unplugged.
I've seen a few times where a hot incoming line puts the modem in a reboot/hardware failure.
If that doesn't fix it, its more than likely a hardware failure
