CM1000v2 slow speeds

Modem CM1000v2 (2 months old)

Xfinity ISP - 1gps package, done the dance and don't believe the issue is the line

At onetime, a modem reset would yield 700+mbs down for a brief period over wifi but would eventually drop to 30mbs.  Now, best the modem will do is 30mbs down.  Factory resets have been performed a few times.

Hardwired into modem now yields a max of 30mbs.

However, throughout the past few months, no matter the downlaod speed, the upload speed remained rock solid.
