The ISP needs to send a tech out to check the line between there service box and your modem.
Have the ISP check the signal and line quality UP to the modem.
Be sure there are no coax cable line splitters, boosters or amplifiers in the between the modem and ISP service box.
Be sure your using good quality RG6 coax cable up to the modem.
Check the line with a different modem to see if the problem follows.

Thanks for your reply FURRYe38. I just had a tech out here, and he says that the signal coming in was fine. I actually ordered an RMA for the modem so I had two of the same modem at my apartment and both of them had the same issue. The instant they used their own modem/router combo (Ubee UBC1322) the internet started working again. I have no idea what's going on here. Which is more likely, I have two Netgear modems with the same issue? Or my ISP is purposefully blocking outside modems? Or something else entirely? I'm at my wits end.

Anything is possible when it comes to ISP and what they push thru and control.
You would have to send your NG modems to a friend or family member, hopefully that uses a different cable ISP and have them test these modems out on there ISP. Should the modems work then you'll know it's not the modems.
