CM1100 Throttle?

The laptop I do have has issues with it's image. So I just went and looked in the Router's settings, disabled the only one I found to be enabled (Access Control), rebooted the router. Ran a Speedtest on my Desktop, getting roughly 800-900Mbps (Within tolerance I do believe.) Oddly, when running the built-in optional speed test on the R8000 itself, it only gets around 300Mbps. Is that normal?

we're trying to figure out if its a modem issue or a router issue.
The R8000 has had issues with speeds 300+ if you're running qos, access control, traffic monitoring, or parental controls.
they'll all slow speeds down.
So we're getting you back to basics and want to ensure the modem is receiving full speeds. If it is, then we move onto the router.
do you have a different laptop/pc you can connect to the modem to test?
Again, ensure you've fully powered off the modem for at least 2 minutes with nothing connected to it.

The built in speedtest isn't accurate at gig speeds because it rarely picks a server that can saturate gigabit speeds.
So if you're wired devices are hitting full speeds, don't worry about the built in test.
Glad to hear it was a easy fix and not a modem or provisioning issue.
