Just went out to best buy and purchased a Motorola MB8600. Issue is resolved. Will not be purchasing any netgear modems in the future and strongly advising my clients against it, the routers seem solid enough.

there's not much to troubleshoot with modems. If the lines good, the only thing you can change is link aggregation.
they either work or they don't.
Again, I've got the cm1100 and the cm1000 and both have been A rated for buffer bloat.
I've also used the Arris sb8200 with the same A rating for bufferbloat.
all 3 hit around the same exact speeds.
I wouldn't recommend link aggregation on any of them.

Well- definetly not a solution- DON'T BUY A NEW MODEM. Just make sure you go to your comcast page in 24-72 hours andd see if your account has a note somewhere about finding a problem on your modem. You could call or chat with them, but didn't help me. If you try to troubleshoot it with their link- it will prompt a restart of the modem- that downloads the new firmware and enables the docsis standard that deals with bufferbloat. Went from around 800 down 15 up with a F bufferbloat rating, to 980 down and 40 up with A- rating.
There is definetly a resolution with a newer firmware- up to you to make comcrap get it to you. Modem is really awesome and stable so far- running into an er-x with no sqm enabled and getting full speeds.
