With  ETH0 around 700 to 900mbps

so you're modem is doing fine. Upgrading the modem isn't going to increase your speeds. 

Usually the bottleneck is in the device you're testing on and not on the router/modem.

      So the modem is doing its job. The router is even doing its job. I think its just a misunderstanding of the performance of wifi. 

      I'd recommend reading this article (don't have to read all of it but it gives a good over view).
