You cannot connect direct to the modem via a wireless connection. The modem contains no Wi-Fi hardware.
From your description, your modem may be connecting fine. If you go to the Downloads section above, feed in the model number of your router (look on the label after the words model number) you can download the user manual.
The user manual usually has a section called troubleshooting with LEDs. Note, the user manual will use the color amber to describe what you are calling red.

I get that it is a modem only, not a router, thus no WiFi, but the user manual setup wants you to connect a computer to the modem to complete the setup. The instructions pasted below are from the user manual from Netgear's website. Based on the instructions below I have my router cable connected to the modem. I tried connecting to the WiFi network, which I could but without "internet" access as the Online LED is "red". When I tyope in the direct access IP address for the modem it won't connect. Maybe I'm doing something wrong when I tried this.
Log In to the Cable Modem To log in to the cable modem: 1. Connect a computer to your cable modem. You can connect a computer to your cable modem using the following methods: • Connect a computer to your cable modem using an Ethernet connection. • Connect a WiFi router to your cable modem using an Ethernet connection, and then connect a computer to your router using a WiFi or Ethernet connection. 2. Launch a web browser. 3. Enter http://999.999.999.9. A login window opens.

The computer connects to the Wi-Fi being broadcast from the Wi-Fi router you connected to the modem via an Ethernet cable. On the bottom of your modem, printed on the label plate is the fixed IP address of your modem. Most likely 192.168.100.1. In your web browser on the computer, do not put https:// in front of the address. Just use the IP address number. Most likely your web browser will complain it is not a secure connection. It does not matter that it is not secure. The connection is between your computer and your modem a few feet away and not over the internet.

The Nighthawk App can't complete the router setup as it returns a message that there is no Internet Connection. To me, it appears that although the modem shows ass active from the ISP, it's not "internet enabled".
