Yes, ISPs will push FW to user modems. C and CM series do not have a user supported FW update function.
What Brand and model host router do you have connected to the CMs WAN port? I presume this router supports Multi Gig speeds aswell?

Currently my CM is connected to a custom firewall running pfSense with a 1gig backplane. I'll reconfigure my router tonight and try skipping the firewall and going direct to my router, it's a TP-Link AX1100 with a multi-gig WAN.

Use manual inidicates it should be ON as Blinking WHITE for normal traffic flow for a 1Gb connection:

Blinking white. The port is sending or receiving traffic at 1 Gbps
If you have a Multi Gig supporing router, the BLUE should be seen.
