You've got errors in your lines. Your power levels are technically within spec but not really.
Reason I say that is you're a little hot on your power levels and they should be within 3.5dbmv of each other. You're going from a 9 to a 4.3. so 4.7dbmv difference.
Start with removing any amplifiers, signal attenuators, or splitters from the coax.
From there check the line for kinks, damage, moisture in the line.
Check the connectors for improperly made ends, foil touching the copper coax line, loose connections, bad/old/cheap connectors, or corroded connections. Replace them if you do.
If you can, simply connect the modem right where the coax comes into the home. This prevents wiring in the home from being the issue. And some ISP’s charge if the wiring issue is in the home. So this helps prevent this.Once that's done, and you have a set power range that's closer in spec, then you could add a attenuator back in. Make sure its a good one

Thanks for the reply, I hooked the modem up to the coax that comes straight out of my apartments wall...and it did the same thing where it jumps to 300 Mb/s for a couple minutes and then back down.
