All lights? There aren't that many on a modem.
The most important LED is the Power one.
Manuals are always a good place to start.

Feed in your model number and check the documentation for your hardware.
Check the section in the manual Troubleshoot With the LEDs.
If the power LED isn't Solid White, as expected, that is usually a sign of broken firmware.
With routers, there are ways of recovering the device with a firmware reflash with "TFTP". Unfortunately, cable modems don't have the same access to the firmware. Only the ISP can update them. I know nothing about the recovery process for cable modems.
So your "like it was fried" theory may well be correct.
If you want to look for other suggestions, then you could try the section dedicated to cable modems, rather than this "routers" zone.
While many questions about routers are generic and could be answered anywhere, some things need specialist knowledge.
