Seems like someting on the WiFi Router should be looked at.
WiFi would not effect anything on the CM modem. It's just a modem, no wifi services here and only passes thru internet traffic, IPv4 and IPv6, which can't be disabled by the modem itself. Only the WiFi router controls IPv4 and IPv6.
Try disabling IPv6 on the router and see if this changes behavior.
Make contact with the ISP and the wifi router mfr for additonal help and support regarding configurations on the router and service issues with the ISP. CC/XF is known for having add issues with IPv6 as well.

But that’s the thing I have used a different modem and tested the theory and everything worked fine. It was an Xfinity issued modem/router combo their xb7. If that one is being used as the modem the WiFi never kicks off and don’t have speed issues, even if I put it into bridge mode it still works fine with my router. As soon as I disconnect and start using the cm3000 again I start getting the WiFi issue. I have even factory reset both cm and router and set everything up from scratch and I’ve always had IPv6 disabled from the get go and nothing has improved. Only if I use a different modem so that’s why I’m thinking it’s a modem not. Router issue which also is hard to understand because like you said modems don’t control WiFi only routers do.
