ive had the ISP check the connection into and back from the modem when I have a direct lan connection to the pc. The connection is good according to them, l'm not sure how to measure the power directly my self?

you would need to log into the modem by going to 192.168.100.1 login with admin/password and there you can access the power levels and screen shot it.

I hope these screenshots are what you are looking for.
I still have no issue running the ethernet lien from the PC into the modem. PC has good internet access. When I switch the ethernet cable from the PC to the Router the ethernet light on the modem goes dark. levels look fine how about when you have a router connected does it get a IP address at all from the modem? also what router brands are you using?

It does not. Both Modem and Router are Netgear's. Broke down and bought a new Router, after spending hours with Net Gear service. The router was still under warranty. Net Gear said they would replace the Router, that was two weeks ago. They've charged me for shipping the new router 8 days ago, still no replacement. I bought a Linksys. Will never buy a Net Gear product again. The new router plugged in just fine.
