1. so you have full speed at the modem? how are you testing this?
2. Firmware on the router?
3. did you install the router new or does it have prior settings running on it?---if there's prior settings, factory reset it and start over so those prior settings don't cause issues.
4. How are you speed testing? Device/band/etc. Or are you testing with the TV? if so, try using a different device.

Router firmware is the latest-----Not helpful. Which version? The numbers change.
Router used with Xfinity gateway have not done a factory reset------Which xfinity gateway? a model number is better since xfinity has more than one gateway
Have used multiple devices to check WiFi signal------which devices? wireless chipsets? Saying you've tested with a lot tells me nothing because they all have different wireless devices in them that all perform differently. The less amount of data you give me, the less I can help. I'm not paid/incentivized to help you. so I'm not going to fight to drag information from you. If you want help, then help me so that I CAN help you.

My Router is a Nighthawk R6400V2 with Firnware V1.0.4.84 installed. The Xfinity Gateway was a Techicolor Model DPC3941T. Tested speed with My IPhone XR Model MT3T2LL/A modem firmware 2.03.07, wireless chipset appears to be called U1? Tested using my Samsung Smart TV KS8500 series 802.11ac WiFi chip. Tested with Amazon 4K Fire Stick. Hopefully this information is what you need if something else is necessary le me know and I will see what I can do. Thanks

So right now you're going CM500V-----R6400v2?
Before you were going DPC3941T-----r6400v2? or just the DPC3941T? this is a combo device so if you were using this before with the router connectd to it, try factory resetting the R6400v2 and reconnecting to the modem. many times settings are retained when switching between modems/services.
When you're speedtesting over FireTv's and samsung tv's, its not a reliable indicator because many things can influence those speeds. From the speedtest site those devices use, placement of router, metal backplate for tv mount, to wireless interference. Way to many things impact those tests to be reliable.
try to use both your phone and a hardwired pc for speedtesting. And even with the phone, make sure you're connecting ot the 5ghz radio as the 2.4ghz radio has much lower throughput.
Test in several locations with the phone and do a hardwired test on the router to see what your hardwired speeds are.
