Are you speed testing with a wired or wireless device? Wired is preferred.
Please post a copy and paste of the modems connection status page.
Have the ISP check the signal and line quality UP to the modem. Be sure the ISP provisions the modem correctly.
Be sure there are no coax cable line splitters in the between the modem and ISP service box.
Be sure your using good quality RG6 coax cable up to the modem.
Be sure to power OFF the modem for 1 minute them back ON.

A couple things.
1. your power levels are pretty high. You want between -7.5dbmv and +7.5dbmv. you're 12+. a bit hot. A attenuator a even a 3x splitter could maybe help.
2. are you testing wired? or wireless? the c3700 isn't the highest performing combo device.
3. your wired speeds. if you're testing wired. are you connecting at gigabit speeds? you're results are implying on 10/100mbps speeds.
