A couple things.
1. Your device isn't getting connected to the isp or both the upstream/downstream lights would be working.
2. even if they aren't working, you should still be able to connect to the router. You might need to borrow a wired laptop or purchase an ethernet--->usb adapter so you can connect something hardwired to the router. Maybe your label is incorrect with the ssid name or it isn't properly resetting. So you'll need to log into the device to check it.
