Speed tests running with a wired PC connected to the back of the modem?
ISP control how modems get connected, signals and channelization. The modem should work out of the box with out any configurations. There not much to configure on the modem.
Ensure the Link Aggregation feature is disabled on the modem is all.
Connect to Port #1 with a wired PC.
Connect a different wired PC to compare if needed.
Ensure wired network adapters installed in PCs are rated for 1000Mbps conenction rates on there ports.
Swap out LAN cables between PC and modem. CAT6 is recommended.
Check the modems connect status that reports channels being used and Lock status. 32 channels should be in use and locked in for a 1Gb ISP service.
Try a factory reset.
