What is your ISP speeds UP and DOWN that you pay for?
QoS is automatically handled by the modem so theres no user configurations for QoS.

The download speed is specified as 200Mb/s (bits per second). The upload speed I can't find a specification. I am getting about 4.7Mb/s right now.

So your paying for 5-6Mpbs on the UP? Ya, this would be a problem. I would check with your ISP to see what your paying for officially on the UP.
So when your uploading dropbox stuff, how large are these uploads?
Is other things happening like streaming for downloading happening when this is going on?
Please post a copy and paste of the modems connection status page.

The Dropbox upload has been more or less a continuous 2.5TB upload over the past month. There has been pauses of course but generally it has been continuous. This will stop hopefully today or tonight.
As far as other things, as you can imagine, depends. There are times when some are streaming videos. I generally judge the responsiveness when I'm surfing the web. The web pages load extremely slow usually. My assumption was that the reply packets to the web servers are gettig held up behing the Dropbox queue of large packets.
