it means the modem is scanning for a downstream channel I would check with your ISP see if they can look at there tools to see if your levels are off or that something is wrong with the connection.

Thank you so much. The cable provider came out today, changed the lines outside because they looked worn, now the light stopped flashing and speeds are back up.
