Dynamic IP not changing!
I tried contacting my ISP (Cox Communications) and they said to disconnect and reboot my internet. I did that and my IPV4 address did not change at all. My goal is to have it changed, but it's not do...

Why do you care?

Having a dynamic IP address means that your ISP does not guarantee
that your IP address will not change. It does not mean that your ISP
guarantees that your IP address _will_ change.

What, exactly, does "some time" mean to you?
You could try leaving your modem disconnected/off for a longer time.
(Hours? Days?)
