you got major problems in your downstream power levels.
It needs to be around 0 dBmV but you are -15 which is at the edge of the spec.

this is 3 dB better than before. I am guessing either you might have changed something in home or something got changed by the ISP outside your home.

It can vary 4.5 dB in a short time period.After collecting more dataDownstream Power Levels were between -10.7 and -15.3 dB, but most often around -13, -14 dB.Upstream Power Levels were around 31-35 dB or around 52-53 dB, and only very seldom between.
