       Which "ip cameras"?  Wired or wireless connection?

       I don't know what that means.  For a wired connection, connect the
    wire.  For a wireless connection, follow the instructions which come
    with your (unspecified) "ip cameras".

           Ok.  As I read that, the DVR talks to the cameras, and you talk to
        the DVR.

           If you're running "app" on a device which is connected to your LAN,
        then you should not need to do any port forwarding.  If you want to talk
        to the DVR from the outside world, then you may need to configure
        port forwarding to the DVR.  The DVR instructions should say whether
        this is needed.

           To do that, you need to ensure that the DVR always has the same IP
        address.  You probably should reserve an address for it somewhere like
        ADVANCED > Setup > LAN Setup : Address Reservation.  Then you can use
        that address in ADVANCED > Advanced Setup > Port Forwarding / Port
        Triggering.  I assume that the DVR instructions tell you which port it
        uses.
