Lag spikes on CG3100

Here's another screen, similar behavior. You can see that the response time is quite good but then it spikes all of a sudden.

If the other users on the network are hogging the bandwidth, wouldnt it constantly have higher response times?
Anyway the bandwidth is not an issue at all, because I have 200 Mbit/s which usually yields about 15-20 MB/s (speedtest), its the latency, more specifically the spikes. It wasn't like this a few months ago.
And unfortunately the router does not have any QoS. Is there anything at all to do? Better router?
