Limiting bandwith Rokus on R6260

Model: AC1600/R6260
Firmware Version: V1.1.0.52_1.0.1
The situation is the following: I purchased this model router with the purpose of restricting streaming data on my two Rokus as eating my data cap. My two Rocku's are Rocku Premiere Plus.
After setting the router up and connecting the Rockus to the router, I headed to the QoS settings trying to limit the bandwidth of each my Rokus connected to 0.6 Mbps enough to stream on SD quality on Directv Now, Netflix, etc through Roku.
Please images attached for better understanding on the settings. I had to erase MAC addresses of each device in the images for security purposes.
Well it looks like the download speeds I intend to set do not take effect after "Apply" since Rockus keep downloading between 24Mbps to 42Mbps based on the Rockus diagnostics and the NightHawk router app. What am I doing wrong on the QoS or what limitation is the specific router for my purposes.
After the poor support and the lack of features to what I needed, as evident by not answering specifically to my question by DarrenM, I had to return the equipment and had to buy a different router from a different brand with more complete functionality.
