Which firmware version are you on? The minimum to support the app is 6.01.07.
If you're on a older one, you SOL. Then you'd need to use the browser to manage it. That's my preferred method anyway as the app is super basic.
It's up to ISPs to push cable modem FW. Some will and some won't. You'll need to ask and talk to the ISP about this. NG only gives FW to ISPs. ISP then test and certify it on there network. Some ISP have policies for updating certain modems. Some ISP also have policies about updating user owned modems. Again, something to ask the ISP about. All NETGEAR C and CM series modems are NOT user FW updatable and are only updatable by an ISP.

SInce Netgear sells these devices and knows that ISPs are the ONLY path for their firmware updates, why don't the Netgear people keep up with which ISP will actually push the firmware updates, or note this as a drawback to the user of these devieces (OK, I know why they won't warn possible users)?
After NG sends ISP the FW its up to the ISP to update the modems. User owned or not. Up to the ISP if they want to update user owned modems. Comcast and XFinity have been pretty good about user owned modems and FW updates. Also may depend on age of modem as well. Usually older modems may not see any FW updates. The C7800 circa 2017 so getting there in age. I have same modem but moved on to different modems now.
Might put the modem into modem only mode and connect up a newer generation wifi router system.
Just because your phones are not connecting doesn't mean a FW update is needed.
