N450 modem, Wi-Fi works fine, no Ethernet access. Lights for ports 1 and 2 are amber and do not change when a cable is plugged in. Windows 10 laptop will not connect, neither will home security NVR. W...

Bad hardware? A bad cable could keep a LAN-port LED indicator off,
but if it's on ("amber") when no cable is connected, then that sounds to
me like a bad port.
If any LAN Ethernet port still works, then a cheap Ethernet network
switch could let you expand the LAN from a still-working port. If
they're all dead, then your reasonable choices would seem to be a
less-broken modem+router (or modem and router), or to use only wireless
connections (which sounds as if it would be unsatisfactory).
According to the Model N450/CG3000Dv2 User Manual, the LAN Ethernet
ports can be disabled/enabled in the modem+router's management
interface (Advanced > LAN Switch). If you get desperate, a settings
reset might be worth a try.
If you don't already have the appropriate user manual for your
device, then visit http://netgear.com/support , put in your model
number, and look for Documentation. Get the User Manual.

Have you checked with your ISP if the modem is coded correctly it could be in modem only mode for some reason and the ports are not working.
