Has a factory reset and setup from scratch been performed with a wired router or laptop?
I reset the router with a laptop attached via wire. The issue continues. The internet company also reset will it was connected.
Possible the modem is bad. I would try another modem or newer modem and see. Either a modem only unit with a external wifi router or a all in one combo unit.
