Best solutions?
1. buy a cement bit and run cable through each room for an access point in each
2. use MoCa adapters (ethernet over coax)
3. try powerline adapters
Cement blocks wifi very well (as you've found out). Wifi broadcast strength has been set for quite a while from the FCC so there isn't any "more powerful" devices for penetration. If you're not renting but owning, investing in a long term solution is a better option
