netgear c3000 n300 enabling wireless gateway radio refusing to cooperate

I’m trying to enable the wireless gateway radio with netgear genie but every time I click apply my router modem restarts itself. When it turns back on the wifi is still not enabled. i have restarted and factory reset the router multiple times but the result is the same. what can I do to force enable the wifi?

    Which genie? Desktop? Android? iThing?

     

    Where are you going in whichever genie this is to "enable the wireless gateway radio"?

     

    And why? Is the wifi turned off and you need to turn it on? There's a switch for that on the front.

     

    What does the wifi LED look like?
