Netgear C3700 Modem/Router

So I am not very tech smart but our Netgear router isn't connecting. The power light is the only thing that stays on and it's usually green. Every few minutes the rest of the lights start blinking, with the exception of the power just staying solid green, but once they blink for a few seconds they stop and the power light turns red for a quick second before back to solid green.

I have tried plugging into a different outlet and nothing else is connected in the outlet, and I have unplugged and etc. When I turn it back on the light for the power does go red for a quick second also.

Not sure what I should do from here.

    The modem is searching for signal from the cable provider and not seeing any have you contacted your ISP?
