NETGEAR C7000 having problems with network speeds compared to ISP speeds

Called my ISP and they told me that on their end they are showing 70 DL / 5UL for my paid for network speeds. When using xfinity speed test wired and wireless on the PS4 it shows expected 70/5 speeds. When running a network test on the PS4, IPhone X, and Mac laptop all devices show speeds half of what expected ( 33/4.5). Don’t know what to do from here?

    I know the PS4 speed test is not a reliable test. Have you tried to use speedtest.net?
