Has a factory reset and setup from scratch been performed?
Power OFF the modem fully for 1 minute then back ON?
What channels are you using? Auto? Try setting manual channel 1, 6 or 11 on 2.4Ghz.
Any Wifi Neighbors near by? If so, how many?

If I am in a congested area, will a factory reset still help? Doubtful. Shame that you cant turn down the power output on the modem. Might need to put the modem in to modem only mode and get a external router that has power level adjustments.

Thank you @FURRYe38 for you help.
In the end I tried several channels for a day or two each until I landed on one that worked. I have stayed on this channel for three days now and did regular speed tests to check that it is all good. It really seems like it was a congestion issue after all.
