What Firmware is currently loaded?
What channels are you using? Auto? Try setting manual channel 1, 6 or 11 on 2.4Ghz and any unused channel on 5Ghz.
Any Wifi Neighbors near by? If so, how many?
Disable WPA security on 2.4ghz temporarily and then try to connect a device to the 2.4Ghz radio. Does it get internet at all?
Has a factory reset and setup from scratch been performed?

Firmware is the latest version and before you may possibly ask, no I can not downgrade to a previous version since ISP will not do so and modem offers no way of manually doing so.
Channels have been changed to every single one possible and I have already checked what channels my neighbors are using with a third party application. As for how many neighbors I have around with a wifi signal would be about 3-4 depending in area of my house but from where my modem is set up, only three are available excluding mine.
Attempted to disable WPA and had no success.
As mentioned in my post, a device can connect to the 2.4GHz connection, but the band does not give off any internet what so ever. For a deeper clarification: phones, tablets, any device that connects, once password is entered, all devices will give an error of no internet connection.
Factory reset has been done multiple times and the same result is give. It returns to the same old "no internet connection" on any device that connects to it.
Appreciate the help and questions.

Yes we know you can't downgrade modems nor upgrade them. ISPs do that.
Sounds like this unit needs to be RMAd is all. I'm sure NG can help you out:

If anything, you can change the C7800 from gateway router mode to modem mode only and still use the modem portion of the C7800. It's how I'm using mine currently. Get you self a external router. The R7800 would match up well. Something to reivew. I would ask for an RMA though.
