I was using the ISP assigned DNS but tried entering these manually and get the same results. I am sure whatever is going on is specific to this Netgear modem since it worked fine with my ISP on my old surfboard modem and my email connects perfectly fine when I put my computer on any other network with a different modem. Something to contact the ISP about and see if they have any known problems with this modem and users reporting outlook email problems. If not, make contact with NG support.

Thanks! My ISP has not been helpful since I own the modem and don't pay them a rental fee. I am awaiting the response from NG support as we speak. I found several threads on here with the same issue so I was just hoping someone on here had already figured out a work around.

Something to check while you wait on NG support.
Can you load up Mozilla's Thunderbird and configure that email program like you did for your outlook email and see if a different email program does same thing? Something to give results to NG support as well.
