    yes, most ISP's only give a single IP address. 

    Some allow more than 1 but its rare and tends to business lines.

    Port 1 and port 2 can be aggregated together for port aggregation. its also fairly rare in consumer routers to use.

    That means, if you're not running a business line, have an ISP that allows multiple public IP addresses, or have a router that supports wan aggregation, only 1 port can be used at a time. 

    so for the average consumer, the cm1000 (1 ethernet port) or the cm1100 (2 ethernet ports) do everything they need.
