For the the readers. I got call from Netgear. They took a long remote session, tested and took all config information. But still failed to provide solution / answer to this slow speed. The ticket is still open and i am working with Netgear. I will keep updating as and when Netgear progress on this case

After a series of debugging session with Netgear and investing hours of my time testing this Netgear N600 (C3700), finally netgear came to amazing conclusion. Here is what Netgear has to say about this -
"I am answering on behalf of my colleague. The results you are seeing on the C3700 are about the best you will get as it is a low power WIFI device. It is an N600 device so you should not expect to see the same performance you see on a much higher spec AC1750 device such as the C6300.
The TP-Link Archer C7 device is also a higher spec AC1750 device so you will see improved speeds vs C3700 as it is way higher spec and high power WIFI.
If you are looking for greater WIFI performance, we would recommend you purchase a higher spec device such as a C6300."
Did you just see? Yes netgear itself says the poor speed is the BEST speed what C3700 can offer you ! Way to go Netgear !
To Netgear on serious note - N600/C3700 adverstises speed upto 340 Mbps (as mentioned in the box and on your website). I agree this is theoritical speed and practically its not possible to get this speed. But you have to agree that there is absolutely no comparison between the advertised speed and the actual realtime speed. Speed like 12 Mbps down is a shame on Netgear to manufature such a bad quality product. As per common man's terms it is an act of 'cheating' with all those who buy your product by looking at the specification which you provide. My request is to please chnage the specifications and write clearly that the device can get you maximum of 25 Mbps speed.
