So I went out and bought the Netgear Nighthawk CAX80 just to see if the C7800 was the problem. Nope still getting low upload speeds. So now I know that it is a problem with my ISP. Didn’t read this reply until just now. I checked the white coax cable that is connected from my modem to the outer box and it looks fine. I did notice that the black coax cable that is connected to the outer box that goes who knows where is a bit split open near the end of the cable. Would that be the line? Also I do not have any splitter, amplifiers, or any of that. Thanks.
PS. I don’t know much about this stuff so forgive me for my confusing explanations.

Would that be the line?---tough to know without being there to trace it. But if its a coax cable that incoming from the street, it sure could be your problem. And if 2 different modems exhibit the same problems, its more indicative of the line being the issue. Did you check with the ISP?
