Something to contact Sony support about regarding there product. If all other devices are working well and the game console isn't, mostly points to a console/game service issue. Game consoles are not known for there speed reporting results and unknown gaming services performances.

I have reached out to Sony. Not very helpful. I can also confirm that old router did not have these issues via Ethernet and I ran a speed test on the PS5s browser and that reports the proper speed. Also tested CAT6a on other devices and it definitely works properly.
