Netgear Traffic Meter Reads 2X What My ISP Reports

My Nighthawk AC1900 C7000v2 running firmware Ver. V1.03.01 measured about twice the network traffic last month as my ISP (Cox Communications) reports I used.  The same problem has been reported by:  

  1. @JohnK1JD  (https://community.netgear.com/t5/Cable-Modems-Routers/Traffic-Meter-reading-twice-Comcast-s-measurements/m-p/1655369) for model C7000 and Comcast and by  
  2. @jackson70 (https://community.netgear.com/t5/Cable-Modems-Routers/Netgear-Traffic-Meter-reads-2X-what-My-ISP-shows/td-p/1772474) for model C7000-1AZNAS and an ISP called Cable One.

Can anyone explain these discrepancies between the Netgear traffic measurements and that of these ISPs?

      Calling Netgear support is time consuming, and after the first 3 months of hardware ownership, costs $75!  I called them 3 or 4 times before my included support expired about jitter that was probably the cause of VOIP phone issues that got worse when I upgraded from a previous Netgear model. I never got satisfaction.  As I recalled, at least one agent I spoke with didn't even know what jitter was.   

       

      After the call screening process by the first person that answers,  waiting in a que for an "expert technican" averaged about 30 minutes.  Therefore, I predict calling would not produce a reliable answer and they would probably tell me to call the ISP about the measurement.  Since I have an Internet data cap, I like the ISPs number better than that of the modem-router.
