Okay so i need to put my router in the downstairs living room as i have multiple devices to connect to it but i have another netgear router so would i be able to do this
Internet= cm400= older router= switch= new router in living room?

Yes, that will work. It's strongly recommended that you put the new router into AP Mode. This disables its router functionality and turns it into an Ethernet switch plus Wi-Fi Access Point. If you don't need Wi-Fi there, then you can install another switch. This would enable you to put the new router next to the CM400, like this:
Internet===CM400===New Router===Switch===Switch===Wired devices
