New Router Not Working

Case#4226415
Net gear keeps telling my mom its the internet provider. The internet provider says everything is fine. We followed all the steps asked by netgear. Still won’t work. Still insists it’s internet provider.
I just want her model replaced it can’t be that serious. Poor lady has cancer and her husband is dying and she has no help. Can we get her a replacement?

    Have the ISP check the signal and line quality UP to the modem. 
    Be sure there are not coax cable line splitters in the between the modem and ISP service box. 
    Be sure your using good quality RG6 coax cable up to the modem.
