Night hawk cm1150v

I am able to use my phone connected to the back of the modem but not my fax. Any ideas would be awesome. When I change out my comcast modem I simply moved the cables from one to the other. I only get busy signal when I call or fax out. Help help help

    Swap phone ports? 

    Disconnect the phone from the CM modem and only connect the fax?
