Yes I can access it and reserve the ip, but the problem I'm having is the table that holds all the active ip addresses clears any non-active ip after 15 minutes. I need to be able to access it via telnet to add an arp command to hold that up+Mac address until the modem/router is reset. (Static) that way when I try to wol outside of my network it will find my computer.

And you can't get telnet working? Some modems don't support telnet.
Try to see if you can access 192.168.0.1\debug.htm, If you can get here, there maybe a telnet check box. Enable the check box then telnet will be enabled for access.

Possbible that NG/ISP updated the FW on the modem and disabled telnet access. I know ISPs closed a security issue a year or two ago with some modem not having a web page access PW and they removed the reboot function on some modems. Possible that telnet access was removed for security reasons. One gets in thru telnet and things could get bad.
You may need to bridge the modem and connect up a NG R series router that supports telnet. Most R and XR and RAX series routers support telnet.

Those programs generally just send the magic message, and hope for
the best. I use one which I modified: http://antinode.info/nte/ . So
far as I know, "nte" is the only program out there which actually
listens for a response from the target device. Its success message
actually means something.I've never tried it on any Cxxxx modem+router, so I know nothing, and
I can't immediately find a reference, but I believe that some recent
firmware version for some model or other disabled this capability, so

Yeah so I have given nte a shot in the past and I was getting the nte: FAIL. No ACK message received. with it.
Heres a curious question regarding which mac address to use. I have a CM MAC, LAN Port MAC, and a internet port MAC Address.
I have tried all 3 in the past and still no cigar.
