Nighthawk CM1200 Port #1 Issue

I have a Nighthawk CM1200 Modem.
Port 1- TV #1
Port 2 -TV #2
Port 3- Google Wifi Node
Port 4- PS4

Everything works except for the TV in Port 1. If I unplug any other connection and put it into port 1, that will also not work. No link lights or anything. So I have 1 port connected to my wireless router, and 2 external devices connected. I've seen some people say you can only have 1 external device or something, but i currently have 3 working fine so I can't imagine that is the issue. Any thoughts? Thank you in advance.

    I'm frankly impressed your isp allows more than 1 connection to the cm1200. Most isp's only allow 1 public ip address for each modem. 

    maybe they limit you to 3 public ip addresses?

      I don't have 3 public IPs. I have 1. If I truly had 3, then when I unplugged one of the other ports, Port 1 would work. That is not the case.

    You are aware that you really need a external router connected to the CM modem on port #1 right? The CM1200 does NOT have a built in router.

      What does not being a router have to do with one of the four ports not working? I have one Public IP address from the ISP. If I were to pull the IPs off of the 2 TVs, the PS4 and then Google Wifi, they would all have the same public IP. That is why my Google Wifi, PS4 and one of the TVs can all function when hardwired to the modem. What I am trying to figure out is why Port 1 doesn't work.

        Disconnect all but one device connected to the LAN port 1 and power OFF the CM modem for 30 seconds then back on. Does the device work?
