The CM series modem does NOT have any DHCP or router capabilities. The 4 WAN ports in back are ISP assignable WAN ports only. Meaning IF an ISP supports it, each WAN port in back could have a different WAN IP address from an ISP. Most home ISPs only allow for 1 WAN IP address.
The 192.169.100.1 is a web page management access address only. There are no other IP addresses coming from the CM modem in this sub net. Any PC or external router connected to one of the WAN ports on the CM series modem should be getting a ISP WAN side IP address in the format of ##.##.###.###.
You need to set the R7000 LAN IP address to 192.168.1.1 or you can use 192.168.0.1 for the LAN side and the DHCP pool range should be default. Or you can make it smaller. Recommend setting the default DHCP IP address pool range to the following after applying and a factory reset: 192.168.#.100 to 192.168.#.200.
