Most likely some Windows settings.  The screen snips I have attached are from Windows 10.  They will be similar but not exact as for Windows 11.

Under Settings, go to Network & Internet and check the network profile classification.  It should be Private and not Public.  This controls internet access for the machine and the applications.  Snip attached.

If you are concerned about an individual application, go to Control Panel\All Control Panel Items\Windows Defender Firewall\Allowed apps.  There is a list of applications and two columns to specify internet access.  This only applies if your are using Windows Defender.  If you have some other anti-virus program installed, you will have to figure it out from there.  Snip attached.
