What hardware are you using? Your footer says C6300 but your message is in the General WiFi Routers (Non-Nighthawk) section.
Is it only the TV that is slow?

I did read that changing the channel might help so I changed it to channel 4 ~ no difference made,
I don't know what you read or where you read it, but Ethernet doesn't use "channels" in the same way that wifi does.

Update:
How do I update the firmware?
Does the ISP have to do it on their end or is it something I can do from Netgear Genie?
This may be my issue with slow speed with ethernet cable attached per netgear support before I was cutoff.
Thanks for any and all feedback

The ISP controls the firmware and they set that.
1. Do you have a computer that has an ethernet connection you can directly connect to the C6300 to speedtest? that is the best way to test the speed.
2. When you're testing with your phone, are you using the 2.4ghz channel or the 5ghz channel? Wifi isn't a reliable way to speedtest but can be a good gauge. To much depends on device being used, interference, housing materials, etc.
3. Are you using QoS for on the router?
4. Replacing cables is always a good troubleshooting.
5. Hows your cable connections page look? posting a screenshot of your cable connections can help us out in that regards.
here's your support page with manuals. make sure to select your correct version from the drop down as there's is a version 1 or 2.
