Have the ISP check the signal and line quality UP to the modem.
Be sure there are not coax cable line splitters in the between the modem and ISP service box.
Be sure your using good quality RG6 coax cable up to the modem.

How are you testing this?
do you have a pc hardwired into the modem?
What pc is it? Is it a gigabit pc?
Have you checked the cable to ensure it supports gigabit? standard cat5 doesnt. Cat5e does
What site are you speedtesting on?
I've had the isp provision a modem wrong. Might be worth checking with xfinity to ensure it has the proper provisioning.

Yes, I hardwired into my modem. I'll get about 105mbps hardwired to modem. 95mbps hardwired to router
I have a brand new PC I-7 9700K with gigabit capabilities. I ran a cat 6e wire from my router, into the attic, to my office about 3 weeks ago to see if that would help. I had the Netgear Powerline adapter's before and honestly think i was getting better speeds (130mbps) using the adapters.
And i will reach out to xfinity about the provision.
Just a little background information. I bought my house in July 2019. The previous homeowner stated that he had xfinity service. So, I placed a contract online and hooked up my own equipment. I'm thinking that the cable wiring might be old/outdated. The wiring runs around the perimeter of the house with cable entries into my kitchen, living room, and 2 bedrooms. So might be too many splitters?

do you have another device you could test right at the modem? plus then you can also try different ethernet cords to make sure it isn't a wire issue.
