slow speeds while downloading

I have been having problems when someone on my network is downloading anything, everyone else starts to get low bandwidth usage. I believe I have narrowed it down to possible being my router, but still am uncertain. My latest test was when someone is downloading I ran a ping test to my router and was getting 12ms min, 79ms max, 51ms avg. Normally it is 0,0,0. 

 

-I have adjusted MTU sizes on both router and computers.

-I have changed dns settings to a faster one.

-I am paying for a good download speeds, so I don't get why it causes problems.

-Using wired connections for computers.

-Have used 2 different coax cables to my modem (dog chewed one up)\

-QOS is disabled
