Slow Wired speeds C7800

I have a c7800

I have a 1 Gbps plan with Sparklight

I have Cat 7 cables, brand new

I have house wired as Cat 5e, brand new

I have a Surface Pro 6 with a Gigabit Network adapter

I have a Dell Docking station with gigabit network adapter

No matter where I connect my surface, through walls, directly in back I cannot get more than 100 Mbps on wired.  I've tried through docking station and direct.  Tried different cables.

The network adapter was set to auto negotiate, I changed to Gigabit and no change.  It says "1000 Gbps" on the network adapter status.

But with speedtest.net I can't get more than 100 Mbps on upload?? And usually much less.  Download is pretty good at 50.

Anyone have any ideas on what might be going on or how to fix?
