Speed drop until reboot / blinking LEDs

My internet download speed is normally about 120 Mbps. Some time after rebooting the modem (a day later, for example), I notice that it drops to around 30 Mbps and that the Downstream LED and Upstream LED are now both blinking.  If I reboot the modem, those LEDs come back on solid green and the speed returns to ~120 Mbps.  This keeps happening.  What is the problem and how can I fix it?

    Have the ISP check the signal and line quality UP to the modem. 
    Be sure there are no coax cable line splitters in the between the modem and ISP service box. 
    Be sure your using good quality RG6 coax cable up to the modem. 
    Be sure to power OFF the modem for 1 minute them back ON.

    BE sure to test with a wired PC connected to the modem directly with out a wifi router in between.
